(Jaclyn Peiser/City Cast DC)**\n\nThe National Park Service is cutting down trees at the East Potomac Park golf course, and activists fighting President Donald Trump’s redevelopment plans worry it’s a sign his administration will once again bulldoze through regulatory processes as it looks to reinvent the public park as a glitzy elite course.\n\nIn an [Instagram](https://www.instagram.com/p/Dcg8Ll3HbkB/?igsi=MXY3dGJoeTIyYXY2ag%3D%3D) post on Aug. 25, Beltway Golfer Magazine wrote that crews have been chopping down trees for days. Some trees clearly needed to come down, but others, including what they claimed was a cherry tree, seemed perfectly healthy. Watchdog group Save East Po told City Cast DC that golfers reported dozens of trees were removed.\n\nThe following day, City Cast visited the course and witnessed tree removal trucks on the greens, as well as a heap of tree trunks near the 14th hole.\n\nTrees are a big deal in the golf course fight because early renderings depicted a reinvented East Potomac Park shorn of many of its iconic cherry trees, as well as its bike trails and mini golf facility. Preservation League to stop the Department of the Interior from renovating the century-old golf course.\n\nIn the months since the initial filing, U.S. District Judge Ana C. Reyes twice declined preservationists' requests to halt the renovations. But she did add concessions: the government must notify the court before cutting down more than 10 trees, moving large vehicles onto the green, or closing the course without public notice. Both sides must come up with a formal notice arrangement that would alert the court before major work begins.\n\nBut when the plaintiffs proposed a schedule for the government to update them on changes to the course, the government refused to negotiate, according to a source familiar with the litigation. On Thursday night, both sides proposed competing schedules and couldn't come to an agreement.\n\nWith no consensus, both sides are in somewhat of a liminal space: Technically, the government isn’t violating any orders, but it is going against the spirit of what Judge Reyes requested, according to a source familiar with the litigation.\n\nThe D.C. Preservation League, a nonprofit that seeks to protect historic landmarks, along with fellow plaintiffs Dave Roberts and Alex Dickson (D.C. residents who frequent the golf course), filed the lawsuit on Feb. 13, alleging Trump’s plans to remake the public course into a pricey championship-style facility will make it less accessible.\n\nActivists are concerned that the administration will ignore all procedural requirements to protect historic landmarks and the environmental impact. It’s a pattern that has characterized Trump’s obsession with putting his mark on D.C., including his handling of the East Wing demolition and subsequent plans for the ballroom and his overhaul of the Kennedy Center. The administration has instilled little confidence that it won’t follow the same playbook here.\n\nIn its legal complaint, the Preservation League warned that the government’s plans to “transform East Potomac Park … will irrevocably and significantly harm the quality of the human environment, affect historic property, violate NPS's conservation mandate, and thwart East Potomac Park's purpose as ‘a park for the recreation and pleasure of the people.”\n\nTrump declared in June that construction will begin on Sept. 1 — next Tuesday. But it is unclear if that timeline still stands. Despite the government agreeing to the judge’s stipulation that it will go through the necessary reviews before starting the overhaul, it has yet to start the process, according to a source familiar with the litigation. And it’s highly unlikely it will clear all the requirements from the National Environmental Policy Act, the National Historic Preservation Act and the National Capital Planning Commission by Trump’s deadline.\n\nThe course is sacred to D.C. golfers and history buffs. East Potomac Golf Course opened in 1919 as a nine-hole course and was expanded in 1921 due to high demand. It was designed by Walter J. Travis, a three-time U.S. Amateur golf champion, who was considered one of the “Golden Age” of American golf architects. The course was a significant early flashpoint in the integration of D.C.'s public spaces.
